BUSTIN' LOOSE FROM THE FILIBUSTER Democrats are coming around to the idea of reforming the Senate's filibuster rules as they face the prospect of it torpedoing legislative priorities like immigration, gun control, climate, infrastructure and voting rights. ARKANSAS NEAR-TOTAL ABORTION BAN Republican Gov. Asa Hutchinson signed a ban on almost all abortions in Arkansas. The law outlaws abortion except in cases where the mother's life is in danger and makes no exceptions for rape or incest. It will face legal challenges, but that's what proponents want: They want to see the issue go to the Supreme Court to revisit Roe v. Wade. [HuffPost]
MORE CUOMO ALLEGATIONS A sixth woman has accused New York Gov. Andrew Cuomo of sexual misconduct, the Times Union of Albany reported Tuesday. VACCINES FOR ALASKANS Alaska on Tuesday became the first state to offer a COVID-19 vaccine to any person 16 or older. The state has the highest rate of vaccination in the country. In some parts of the state, more than 90% of seniors -- among the most vulnerable to the disease -- have been vaccinated. [HuffPost]
UNDOCUMENTED WORKERS LEFT OUT (AGAIN) The American Rescue Plan coronavirus relief package excludes undocumented immigrants from receiving stimulus checks, even as these workers toil on the front lines and are among the hardest hit by the pandemic. This round of stimulus is a bit more immigrant-inclusive, though: Americans married to undocumented people and children of undocumented parents will receive money. [HuffPost]

People who applied for a visa and were denied under former President Donald Trump's travel bans on several African and Muslim-majority nations can reapply or seek a new decision, the State Department said. JIMMY CARTER SLAMS VOTING RESTRICTIONS Former President Jimmy Carter said that restrictive voting proposals moving through his native Georgia's General Assembly "appear to be rooted in partisan interests, not the interests of all Georgian voters." GOP'S FUTILE EFFORT TO HOLD UP NOMINATION Republican senators are trying to delay the nomination of Rep. Deb Haaland as secretary of the Interior Department in an effort that appears aimed at scoring points with oil and gas companies. Haaland will likely be confirmed despite the efforts of Sen. MORE TRANSPARENCY IN KOBE BRYANT LAWSUIT The Los Angeles County sheriff's deputies who allegedly shared photos of human remains at the site of the helicopter crash that killed Kobe Bryant, his daughter, and seven others can be named, a judge ruled. LA KIDS HEADING BACK TO SCHOOL The Los Angeles Unified School District — the nation's second-largest — and the union have reached a tentative deal for a partial reopening of campuses next month.
